When project owners understand desired business outcomes and possess the authority to reject scope creep, organizations maintain focus on measurable impact.
One of the big benefits of agile methodology is that it tends to be headed up by someone from the business, preferably someone with P&L responsibility. That means you get business outcomes, because if the project owner doesn't understand the outcome, you're going to get questionable value for money.
